The government's move to give employees of larger companies the right to request flexible working should be extended to small businesses, it has been said.
According to the Chartered Institute of Personnel and Development (CIPD), the Modern Workplaces consultation is a step in the right direction for offering better employee benefits, but certain workers shouldn't be excluded.
Mike Emmott, employee relations adviser at the CIPD, said that exempting some companies would create a "two-tier" industry where staff at smaller businesses do not have the same rights as workers for large firms, Personnel Today reports.
"We are concerned that the Government has even considered exempting micro-businesses from the proposals - particularly when the Regulations will come into effect after the current three-year moratorium," Mr Emmott said.
Recent research from the Chartered Institute of Payroll Professionals found that employee motivation could take a dip next summer as half of employers are not planning to allow flexible time for the Olympics.
